No fiscal implication to the State is anticipated.

The bill would require that members of the governing board of a metropolitan rapid transit authority be elected officials if the principal municipality in which the authority is located has a population of more than 1.2 million. An election would also be required to recall a board member. Under current statute, regardless of population, board members are appointed rather than elected.

According to the 2000 U.S. Census, the City of Houston is the only city that has a population of more than 1.2 million; therefore, only the metropolitan rapid transit authority located in Houston would be affected by the provisions of the bill.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
