Honorable Wayne Smith, Chair, House Committee on County Affairs
FROM:
John S. O'Brien, Director, Legislative Budget Board
IN RE:
HB1819 by Hamilton (Relating to the election of board members in emergency services districts located wholly in a less populous county.), As Introduced
No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to authorize an emergency services district (ESD) located primarily in a county with a population of 125,000 or less to convert from an appointed board of commissioners to an elected board. If the ESD is located wholly in one county and converts to an elected board, the board would consist of five commissioners elected at large. After the district is converted, the county judge would be required to order an election to elect the initial commissioners at the next available uniform election date that allows sufficient time to comply with other requirements of law.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
