LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 1, 2007

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1844 by Howard, Charlie (Relating to the administration of certain tests to home-schooled students by school districts.), As Engrossed

No fiscal implication to the State is anticipated.

Local Government Impact

Under the bill, a school district would be directed to require a home-schooled student to pay the same fee to participate in a test under this subsection that a student enrolled in the district is required to pay.  In situations where school districts do not pay any of the fees associated with the cost for individual students to take the examinations addressed by the bill, no additional local cost would be anticipated.  However, to the extent that school districts may currently be paying the fees for some or all enrolled students to take these examinations, it is unclear whether the district would be authorized to require a home-schooled student to pay fees associated with an examination.  If school districts are not authorized to charge home-schooled students fees under these circumstances, additional local costs associated with the examinations could be incurred.

School districts without a website would incur newspaper publication costs to maintain compliance with the bill.  However, it is assumed that the overwhelming majority of districts would comply by posting reports on the district Internet website as authorized by the bill.  Since more than 1,000 school districts currently have websites, fiscal implications are not expected to be significant on a statewide basis.
