LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 18, 2007

TO:
Honorable John Carona, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1857 by Murphy (Relating to the identification and regulation of land located in a future transportation corridor of a county.), Committee Report 2nd House, As Amended

No significant fiscal implication to the State is anticipated.

The bill would authorize the Texas Department of Transportation (TxDOT) to enter into cooperative agreements with counties for the purpose of identifying future transportation corridors within the counties and establishing plans that reflect these corridors. The bill would require TxDOT to publish notice of such agreements and the availability of copies of the agreements and corridor plans in the Texas Register and a local newspaper of general circulation in the applicable counties. The bill would establish disclosure requirements for plats and contracts for the lease or purchase of land that is located within a future transportation corridor identified in an agreement between TxDOT and a county.

Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the state.

The bill would take effect on September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
