No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to receive approval from a commissioners court in the unincorporated areas of certain counties before issuing a permit or permit amendment or renewal.  The bill would apply to a county that has a population of more than 1.3 million and is subject to an early action compact under the Federal Clean Air Act. Currently, the bill would only apply to Bexar County. The bill's passage could result in projects being delayed; however, no significant fiscal impact to the TCEQ is expected.

No significant fiscal implication to units of local government is anticipated.
