No fiscal implication to the State is anticipated.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.

The bill would require a meeting between school districts and representatives of the applicable district-level Department of Transportation and municipal and county governments to address potential transportation infrastructure impact and cost prior to the issuance of bonds or execution of a contract to construct a school district facility.  The Texas Department of Transportation indicates that to some extent these entities are currently engaging in coordinated planning through the Precious Cargo Program.  To the extent that the meetings required under the bill are not part of current practice, the Texas Education Agency indicates that school districts may experience some additional administrative cost associated with the required meeting.  The Agency indicates that costs would not be expected to be significant.
