The bill would allow the Comptroller to issue salary, travel expense reimbursements, and annuitant payments on electronic paycards, as an alternative to electronics funds transfers or warrants. The bill would remove the use of warrants to pay salaries for state officers employees, leaving the employee with a choice of payment by either electronic fund transfer or electronic paycards.
Currently, the Comptroller uses an electronic funds transfer system to pay most employees. In some cases, particularly when the employee's gross salary is less than that for the lowest step of group 8 of the state position classification plan, paper warrants are issued.
