LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 12, 2007

TO:
Honorable Phil King, Chair, House Committee on Regulated Industries

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1967 by Farabee (Relating to the regulation as common carriers of certain owners, operators, or managers of pipelines for the transportation of feedstock for carbon gasification, the products of carbon gasification, or the derivative products of carbon gasification.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would add, as a common carrier, a person who owns, operates, or manages a pipeline or any part of a pipeline in the State of Texas for the transportation of feedstock for carbon gasification, the products of carbon gasification, or the derivative products of carbon gasification, if the person files with the Railroad Commission a written acceptance of it becoming a common carrier subject to the duties and obligations conferred or imposed by law.

The bill also would include a pipeline in the business of transporting feedstock for carbon gasification, the products of carbon gasification, or the derivative products of carbon gasification in whatever form by pipeline for hire in Texas, in the types of pipelines that are required to be operated as a common carrier and subject to the jurisdiction of the Railroad Commission.

Any increase in workload resulting from passage of the bill is expected to be absorbed within existing agency resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
