No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to the issuance of a driver's license to a person presenting certain identity documents.

The bill would add Transportation Code, Section 521.127, Appearance of License Issued to Certain Persons, which would require each original, renewed, or duplicate driver's license issued to a person who presents as proof of identity with an application for an original license a document under Transportation Code, Section 521.142(a), the Department of Public Safety (DPS) shall orient license information on the driver license the same manner that DPS orients driver's licenses issued to individuals under 21 years of age.

The bill also amends Transportation Code, Section 521.142 (a) and adds (a-1) which states the Department of Public Safety (DPS) must accept as satisfactory proof of identity an identity document that is issued by another country’s government if the document bears the applicant's photograph, full name and date of birth and the country has reasonable mechanisms by which DPS can verify the identity document. An identify document includes a passport, a consular identity document, and a national identity document that complies with federal law. The bill would take effect on September 1, 2007.

DPS estimates an additional $49,000 in professional service fees would be needed for additional driver license system programming changes in fiscal year 2008 in order to implement the required changes of the bill. In addition, DPS states they would need an additional $25,000 for vendor fees for the one-time card cost design to implement the required changes in the bill. This analysis assumes that these costs can be absorbed within the agency’s current appropriations.
