LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 26, 2007

TO:
Honorable Harvey Hilderbran, Chair, House Committee on Culture, Recreation, & Tourism

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2001 by Creighton (Relating to a program to control or eradicate nuisance aquatic vegetation.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to establish a program to regulate or destroy harmful aquatic plants including hydrilla and giant salvinia from public waters in Texas. The bill would authorize the Texas Parks and Wildlife Department (TPWD) to fund the program from its appropriations from its statutory allocation of unclaimed refunds on motorboat fuel taxes.  Because TPWD already has a program in place relating to management of harmful aquatic vegetation, no significant fiscal implication to the State is anticipated.

The bill would take immediate effect with two-thirds the vote of all members; otherwise, the bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
