HB2031 by Giddings (Relating to the student enrollment required for the issuance of certain revenue bonds for facilities at the University of North Texas Dallas Campus.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Education Code to require that prior to the University of North Texas System issuing tuition revenue bonds authorized by House Bill 153, 79th Legislature, 3rd Called Session, for facilities at the University of North Texas Dallas Campus, the Texas Higher Education Coordinating Board must certify that enrollment at the Campus has reached a total of 1,500 students for at least one semester. Without the amendment the required enrollment will remain as the equivalent of 1,500 full-time students at the Campus.

Although the bill changes the enrollment threshold, the University of North Texas System has indicated that sale of the bonds will continue to coincide with debt service beginning in fiscal year 2009 because of the time required for planning and design.

Local Government Impact
