The bill would amend the Human Resource Code to require the executive commissioner of the Health and Human Services Commission (HHSC) to establish and administer an electronic, searchable, Internet-based database of all participating providers in the medical assistance program.
The bill would authorize the executive commissioner to contract with a state agency or a private entity for the creation, operation, and maintenance of the database.
The executive commissioner would also be required to adopt rules to implement and administer the provisions of the bill by January 1, 2008.
HHSC reports that the development of this database is in progress and is within the scope of the existing contract with Texas Medicaid and Healthcare Partnership (TMHP).
The bill would take effect immediately if it received a vote of two-thirds of all the members elected to each house. If the bill does not receive the vote necessary for immediate effect, the bill would take effect September 1, 2007.
