No significant fiscal implication to the State is anticipated.

The bill would establish a $20 exclusion of unearned or earned monthly income when determining eligibility for the Community Attendant Services program, which provides home- and community-based services to functionally disabled individuals who have income that exceeds the limit established by federal law for Supplemental Security Income. The program is operated by the Department of Aging and Disability Services.

Financial eligibility for the program is established by the Health and Human Services Commission, which projects an insignificant caseload impact to the program from implementing the bill.  Additionally, the agency states it can absorb the cost of eligibility system changes that would be required.
