Fiscal Analysis

The bill directs the board of regents of Texas A&M University System on behalf of Texas A&M - Central Texas to enter into a partnership agreement with the Temple Junior College District to offer lower-division education at a newly established Texas A&M University - Central Texas East Williamson County Higher Education Center. The Center would be administered under terms of the agreement, which are unknown at this time.


Methodology

The estimated fiscal impact assumes the agreement between Texas A&M University System and Temple Junior College District would provide state reimbursement under the two-year institution contact hour formula and that the junior college would provide adequate facilities to implement provisions of the bill. State reimbursement for contact hours would begin in the 2010-11 biennium. The Texas Higher Education Coordinating Board estimates this cost based on current contact hour data provided by Temple College for its currently-existing Temple College at Taylor facility.

No fiscal implication to units of local government is anticipated.
