LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION
Revision 1

April 19, 2007

TO:
Honorable Kevin Bailey, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2099 by Bailey (Relating to the right of certain municipalities to maintain local control over wages, hours, and other terms and conditions of employment. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would add Chapter 147 to the Local Government Code to establish local control of municipal employment matters in a municipality with a population of more than one million that has adopted Chapter 174 and is not covered by Chapter 146. The bill would take effect September 1, 2007.

Local Government Impact

Based on the 2000 U.S. Census and other criteria, the bill would apply only to the City of San Antonio.

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
