LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 25, 2007

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2136 by Hancock (Relating to public disclosure of student referrals for services made by counselors in public schools.), As Introduced

No fiscal implication to the State is anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

For the purpose of public disclosure, school districts making 20 or more student referrals per year through school counselors would be required to aggregate and report in the district's annual report a list of the external entities to which students were referred and the frequency of referral to each organization.  The bill would require that the information be reported in a manner that would not specifically identify referred students.  Costs associated with the workload of aggregating and preparing the information to be reported would be anticipated to vary among districts depending upon the degree of automation of school district referral records and the volume of referrals.  Costs would not be expected to be significant on a statewide basis.
