No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code adding certain safety belt violations, specifically those under 545.413 (b), Transportation Code, to the list of moving violations for which points can be assigned under the Driver Responsibility Program. The Texas Department of Public Safety (DPS) reports a one-time technology cost of $27,000 to cover programming changes to the Driver License System. DPS does not anticipate the fiscal impact associated with complying with the provision of this bill to continue beyond the initial implementation period. It is assumed that any additional costs can be absorbed within each agency’s current appropriations.
This bill would take effect September 1, 2007 and apply only to an offense committed on or after the effective date of the Act.
