No fiscal implication to the State is anticipated.

The bill would add Section 275.004 to Chapter 275, Election Code, to prohibit annexation of an area that is located in a special district and that is included in a municipality's annexation plan unless at the time the area is to be annexed, the municipality elects the members of its governing body wholly or partly from single-member districts. The bill would apply only to a municipality with a population of more than 650,000.

The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect Septemer 1, 2007.


Local Government Impact

The bill would apply only to the cities of Austin, Dallas, Houston, and San Antonio.

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
