No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code relating to the Legislature's goal for electric generation capacity using combined heat and power technology by requiring the Public Utility Commission (PUC) to establish a combined heat and power credits trading program. The bill would require the PUC to adopt certain rules necessary to administer and enforce the provisions of the bill.

Based on the analysis of the PUC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect September 1, 2007.
