HB2264 by Eiland (Relating to suits affecting the parent-child relationship, including proceedings for the establishment, modification, and enforcement of child support; providing a civil penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide a licensing authority with information on delinquent child support obligors in order to refuse an application for renewal of a license. The bill would also allow a licensing authority to charge an administrative fee to cover the costs in suspending or denying a license renewal.  In addition, the bill would allow the state to sue to collect civil penalties from employers who violate provisions relating to reporting certain employee information and maintaining a state directory for new hire.

 

No significant fiscal impact is anticipated to the affected agencies from implementation of these provisions and any technology requirements for transfer of data on delinquent obligors to licensing authorities could be absorbed within existing resources.

 

The bill would also create or recreate a dedicated account in the General Revenue fund, create or recreate a special or trust fund with or outside the Treasury, or create a dedicated revenue source. As a result, the fund, account, or revenue dedication included in the bill would be subject to funds consolidation review by the current Legislature.

 

The bill would take effect September 1, 2007.
