LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 10, 2007

TO:
Honorable Kevin Bailey, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2269 by Bailey (Relating to entrance examination procedures for certain police officers under municipal civil service.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Subchapter G of Chapter 143, Local Government Code, to require the civil service commission for police officers to provide for open, competitive, and free entrance examinations to establish an eligibility list for beginning peace officer positions in the police department. The examination may be administered only after the examinees are admitted to a police officer training academy and before the examinees graduate from the academy. Subchapter G applies to a municipality with a population of 1.5 million or more and other certain municipalities when specified. Therefore, the provisions of the bill would affect the police department in the city of Houston only.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
