FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 1, 2007

TO:
Honorable Leo Berman, Chair, House Committee on Elections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2390 by Madden (Relating to the electronic transmission of a federal postcard application to vote by certain military personnel.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would allow persons who are in the U.S. armed forces or the merchant marine or a spouse or dependent of a person in the U.S. armed forces or merchant marines to submit an electronic image of a federal postcard voter application. The Secretary of State would prescribe procedures to implement the legislation.

The bill would be eefective September 1, 2007.

Local Government Impact

Costs to local elections administrators to implement the provisions of the bill would depend upon the nature of the procedures prescribed by the secretary of state and the number of eligible applicants that submit an electronic image to the early voting clerk.
