LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 25, 2007

TO:
Honorable Leo Berman, Chair, House Committee on Elections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2390 by Madden (Relating to the electronic transmission of a federal postcard application to vote by certain military personnel serving overseas.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow persons who are in the armed forces or persons from certain hostile or combat areas as defined by the legislation, to submit an electronic image of a federal postcard voter application. The Secretary of State would prescribe procedures to implement the legislation.

The bill would be eefective September 1, 2007.

Local Government Impact

Costs to local elections administrators to implement the provisions of the bill would depend upon the nature of the procedures prescribed by the secretary of state and the number of eligible applicants that submit an electronic image to the early voting clerk.
