No significant fiscal implication to the State is anticipated.

The bill would require the Department of Information Resources to establish plans and policies for telecommunications services it manages and operates and make an assessment on the progress made towards the goals for a state telecommunications network.  

The bill would abolish the Telecommunications Planning and Oversight Council and transfer all duties to the Department of Information Resources. 

The bill would repeal laws related to the Texas National Research Laboratory Commission which ceased operations in the 1996-97 biennium.
