LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 9, 2007

TO:
Honorable Rob Eissler, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2495 by Eissler (Relating to the Texas Education Agency's online clearinghouse of information concerning best practices for public schools and open-enrollment charter schools.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Education Agency to ensure that the best practices clearinghouse is capable of evaluating districts and campuses using comparative data from demographically similar schools that are high performing.  Regional education service centers would be required to assist school districts in using analytical tools and implementing best practices.

The agency estimates some additional costs related to ensuring the evaluative capability of the best practices clearinghouse.  However, these costs are not expected to be significant with respect to the agency's current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
