FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2506 by Hartnett (Relating to the applicability of the Information Resources Management Act and related laws to judicial agencies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require that the Department of Information Resources provide assistance to a judicial agency.  The proposed bill defines "judicial agency" as a department, commission, board, office, council, authority, or other agency in the judicial branch of state government that is created by the constitution or a statute of this state.

The bill would include the following services:  technical and managerial assistance relating to information resource management; in the preparation of projects to be submitted as part of the agency's legislative appropriation request; and computer services under interagency contracts.

The bill would also provide that the Department of Information Resources may include terms in a procurement contract entered into by the department that allow the contract to be used by a judicial agency or a court and that the person who performs a similar function of information resource manager for a judicial agency may prepare or have a report prepared assessing the vulnerability of a computer program, a computer network, a computer system, computer software, or data processing of the agency.
