No significant fiscal implication to the State is anticipated.

The bill would amend statute relating to the use of public resources to make communications that contain political messages. Under the provisions of the bill an officer or employee of a political subdivision or state agency would be prohibited from using public resources including an electronic mail system for the purpose of political advertising or for the purpose of promoting or opposing a candidate for nomination or election to public office. The bill would take effect September 1, 2007.
