No significant fiscal implication to the State is anticipated.

The bill would amend statute relating to the use of public resources to make communications that contain political messages. Under the bill an officer or employee of a political subdivision or state agency would be prohibited from using public resources or facilities, including an electronic mail system to communicate support or opposition for any measure, officeholder, or candidate for nomination or election to a public office. The bill would take effect September 1, 2007.
