HB2514 by McClendon (Relating to the creation of an arts and entertainment district by a populous municipality.), As Introduced

No fiscal implication to the State is anticipated.

The bill would authorize a municipality with a population of more than one million to designate a defined area in the municipality as an arts and entertainment district. The municipality would be authorized to solicit grants and donations to develop the district, provide incentives to persons to develop the area, and provide tax breaks to persons to develop the district. Based on the 2000 U.S. Census, the population criteria would apply to the cities of Dallas, Houston, and San Antonio.

Local Government Impact

The fiscal impact would vary depending on the size of a designated area, level of interest by the public, amount of grants and donations received, and amount, if any, of tax breaks provided.
