No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code to allow the State Board of Veterinary Medical Examiners to recover the administrative costs of conducting a hearing when the person was found to have violated the Occupations Code.

For the purposes of this analysis, a hearing is assumed to be a hearing at the State Office of Administrative Hearings (SOAH).  The number of cases where the board would be allowed to collect the fee and the collection rate the Board would realize are both unknown.  However, because the Board conducts an average of one hearing at SOAH each fiscal year and the Board incurs an average of $5,000 in administrative expense per hearing, it is not anticipated that the bill would result in a significant fiscal impact.

The bill would take effect immediately upon a two-thirds vote in each house, otherwise the bill would take effect September 1, 2007.

No fiscal implication to units of local government is anticipated.
