No fiscal implication to the State is anticipated.

This bill would implement recommendation 4 of the LBB Government Effectiveness and Efficiency Report entitled “Improve State Facility Management and Maintenance Practices.”

The bill would require the State Preservation Board to preserve, maintain, and restore certain Texas Historical Commission buildings located in the Capitol Complex in Austin. These buildings, including the Governor's Mansion, Gethsemane Church, Luther Hall, the El Rose Building, the Christianson-Leberman Building, and the Carrington-Covert House, are currently maintained by the Texas Building and Procurement Commission. The bill would transfer responsibility for the physical maintenance of these buildings from the Building and Procurement Commission to the Preservation Board to benefit from the restoration and preservation skill sets, staffing, and infrastructure available at the Preservation Board. Any new expenditure by the Preservation Board to accomplish these activities is anticipated to be countered with an equivalent reduction in spending by the Building and Procurement Commission.
