No significant fiscal implication to the State is anticipated.

This bill would amend the Transportation Code requiring the Texas Department of Public Safety (DPS) to print “RSO” on identification documents it issues (personal identification certificates and driver licenses) to registered sex offenders. The bill would also require DPS to post on its website information explaining that a person whose identification document contains “RSO” is subject to the registration requirements of Chapter 62, Code of Criminal Procedure. This bill would take effect September 1, 2007 and apply only to identification documents issued or renewed on or after the effective date of the Act.

DPS reports a one-time technology cost of $76,400 to cover programming changes to the Driver License System. DPS reports it would be unable to implement the modifications necessary to comply with the provision of this bill until the Driver License Reengineering Project is completed in November 2007. It is assumed that these costs can be absorbed within the agency’s current appropriations. DPS would also be allowed to collect an additional fee to cover the cost of complying with the provision of this bill; however an estimate can not be determined at this time.
