HB2704 by Woolley (Relating to the regulation of the use of human cells and tissue, including a ban on human cloning; providing penalties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend subtitle H, Title 2 of the Health and Safety Code by adding a new chapter, Biomedical Research Oversight. The bill would ban human cloning; create an offense, fines and penalties; exempt certain forms of research; create an advisory committee to develop guidelines for research; and provide regulation of the sale and use of oocytes.
 
It would require the Health and Human Services Commission Executive Commissioner to appoint an advisory committee on research consisting of seven scientists, one representative from each health science center, one biotechnology industry representative, one medical ethicist, one person with a background in legal issues related to research, and one member of a religious organization.

The committee would develop guidelines for the exemption of research facilities from the requirements of the bill and update those periodically as necessary.
 
The bill would take effect September 1, 2007.

It is estimated that work resulting from the passage of the bill could be reasonably absorbed with current resources.
