The bill would amend the Transportation Code requiring the Texas Department of Public Safety (DPS) to print a distinctive mark or symbol on driver's licenses issued to persons convicted a second or subsequent time of certain enhanced intoxication offenses. The bill would take effect January 1, 2008 and apply only to a person convicted on or after the effective date.
The previous version of the bill showed additional revenue collections. This version of the bill has removed the provision allowing DPS to collect a $10 fee for the issuance of the license and the agency does not anticipate any additional revenue collection at this time. DPS states the fiscal impact of the bill to the state would be $125,000 in 2008 for programming changes to the Driver License system to implement the provisions of the bill. It is assumed the DPS costs could be absorbed within the agency’s current appropriations and therefore would not result in a significant fiscal impact to the state.
