FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 9, 2007

TO:
Honorable Leticia Van de Putte, Chair, Senate Committee on Veteran Affairs & Military Installations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2897 by Flynn (Relating to an award for certain members of the state military forces who served in defense support to a civilian authority mission.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by adding that the Adjutant General's Department (AGD) may add an award named the Texas Homeland Defense Service Medal for a member of the state military forces or a civilian who has contributed significant service on or after September 11, 2001, on state active duty or active duty under state authority Title 32 of the United States Code and satisfactorily in defense support to a mission in the state under civilian authority.

The Adjutant General's Department estimates the cost for the Texas Homeland Service Medal to be $4,695 {$2,000 for design and $2,695 for each ribbon award (5,390 eligible members X $.50)} for the first year to award the 5,390 members eligible to receive the award since September 11, 2001. The cost for subsequent years is estimated at $500 based on approximately the 1,000 members per year (1,000 X $.50) who would be eligible to receive the award. The Adjutant General’s Department has determined that the costs associated with implementing the bill would not be significant and could be absorbed with current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
