No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring a parole panel to issue an order releasing onto parole an inmate no later than the 45th day after the date the parole panel determines that arrangements have been made for the inmate’s care and employment; the inmate is able and willing to fulfill the obligations of a law-abiding citizen; the inmate has completed requirements imposed as a condition of release; and any applicable release date specified has been met.  The bill would also require the Texas Department of Criminal Justice to submit an annual report containing the number of releases and describing the justification for the releases of inmates to parole later than the date the parole panel orders release. 

 

For this analysis it is assumed that the statute would not result in a significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies.  Additionally, the Texas Department of Criminal Justice does not anticipate a significant fiscal impact form the provision of the bill requiring the submission of an annual report containing the number of releases and describing the justification for the releases of inmates to parole later than the date the parole panel orders release. 


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
