LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 2, 2007

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB2973 by Chisum (Relating to the operation of hydrogen-powered motor vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to specify that certain hydrogen-powered vehicles may use high-occupancy vehicle lanes regardless of the number of passengers and would prohibit tolling entities from requiring such vehicles to pay a toll for the use of a toll project. The bill would require the Texas Department of Transportation (TxDOT) to provide procedures for the use of toll tags to implement the provisions of the bill.

Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant impact to the state due to the anticipated limited usage of hydrogen-powered vehicles.

The bill would take effect on September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
