No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to include provisions regarding the use of a portion of the money in the Texas Mobility Fund No. 0365 for mass transit projects and authorize the Comptroller of Public Accounts to administer a new program to make grants to municipalities to finance mass transit projects that the Comptroller determined would best expand and improve mass transit services available to residents of the state. The bill would specify that a municipality must commit to dedicate an amount of its own money equal to the amount of grant funds sought to fund a proposed project.

 

Based on the analysis of the Comptroller, it is assumed that any additional costs or duties associated with the implementation of the bill could be absorbed within the agency’s existing resources.

 

The bill would take effect on the date on which the constitutional amendment proposed by the 80th Legislature, Regular Session, providing for use of a portion of the money in the Texas Mobility Fund for mass transit projects takes effect. If the amendment is not approved by the voters, this bill would not take effect.
