Fiscal Analysis

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue nonexpiring license plates for token trailers and to provide for a person to register a token trailer through TxDOT's website.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.


Methodology

Based on the analysis and information provided by TxDOT, it is assumed that the availability of permanent, non-expiring token trailer plates will result in additional token trailer registrations for revenue gains of $133,695 in 2008; $81,660 in 2009; and $55,425 in 2010; however, it is assumed the revenue gains would be offset by revenue losses resulting from token trailer registrations that would no longer require annual renewals in the amounts of $802,110 in 2008; $816,555 in 2009; $831,255 in 2010; $846,210 in 2011; and $861,450 in 2012. It is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within TxDOT's existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
