LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 1, 2007

TO:
Honorable Rick Hardcastle, Chair, House Committee on Energy Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3109 by Cook, Byron (Relating to the authority of the governor to contract in relation to a clean coal project.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill authorizes the Governor to contract, on behalf of the state, with a non-profit organization (Section 501(c)(3) Internal Revenue Code), including the FutureGen Industrial Alliance, Inc., for implementing a clean coal project or innovative energy demonstration program. It is estimated that the agency could meet the requirements of the bill using existing resources. Therefore, no significant fiscal impact to the state is anticipated.

Local Government Impact

No fiscal implication to units of local government is anticipated.
