LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 1, 2007

TO:
Honorable Frank Corte, Jr., Chair, House Committee on Defense Affairs & State-Federal Relations

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3140 by Flynn (Relating to the review and functions of the Veterans' Land Board.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Veterans' Land Board to coordinate with the Texas Veterans Commission on outreach efforts, including call centers, databases, direct mail efforts, a joint website and brochure, and joint seminars. This could result in some administrative savings and efficiencies to both agencies. The bill would also require the agencies to agree on and implement an appropriate reimbursement schedule to account for costs in consolidating communication centers, cross-training costs, furniture and office space, office technology, technical support, and other operating expenses.  Additionally, the agencies, through a required memorandum of understanding or an interagency contract, would be required to agree on the allocation of expenses included in sharing any direct mail-outs, and creating a joint website and brochure. No significant fiscal impact is expected relating to any of the bill's provisions.

Local Government Impact

No fiscal implication to units of local government is anticipated.
