The bill would require the Veterans' Land Board to coordinate with the Texas Veterans Commission on outreach efforts, including databases, direct mail efforts, a joint website and brochure, and joint seminars. This could result in some administrative savings and efficiencies to both agencies. The bill would also require the agencies to agree on and implement an appropriate reimbursement schedule to account for costs in consolidating communication centers, furniture and office space, office technology, technical support, and other operating expenses. The agencies would be required to establish a transition plan for the transfer of a full-time equivalent position from the Veterans Commission to the Veterans' Land Board for the purpose of performing functions relating to the operation of the call center. Additionally, the agencies, through a required memorandum of understanding or an interagency contract, would be required to agree on the allocation of expenses included in sharing any direct mail-outs, and creating a joint website and brochure. No significant fiscal impact is expected relating to any of the bill's provisions.
