No significant fiscal implication to the State is anticipated.

The bill would amend statute and provide that a person who is not the owner or operator of a computer may not knowingly cause software to be copied to a computer and use that software to send unsolicited commercial electronic mail messages. The Office of the Attorney General indicates that the provisions of the bill may result in new investigations and cases for the agency; however, any additional costs could be absorbed within existing resources.

No fiscal implication to units of local government is anticipated.
