TO: | Honorable Royce West, Chair, Senate Committee on Intergovernmental Relations |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB3195 by Hill (Relating to the requirements of a municipal or county budget that raises more property taxes than in the previous year's budget.), As Engrossed |
The bill would amend the Local Government Code to require a municipality or a county to post public notice and to include as a cover page notice when a proposed budget will require raising more revenue from property taxes than in the previous year. Adoption of a budget that would require raising more revenue from property taxes than in the previous year would require a separate vote of the governing body to ratify the property tax increase reflected in the budget.
If the governing body maintains an Internet website, the body's proposed budget must be posted on the website.
The provisions of the bill would apply only to a budget adopted on or after the effective date of the bill, which would be September 1, 2007.
