TO: | Honorable Fred Hill, Chair, House Committee on Local Government Ways & Means |
FROM: | John S. O'Brien, Director, Legislative Budget Board |
IN RE: | HB3195 by Hill (Relating to the requirements of a municipal or county budget that raises more property taxes than in the previous year's budget.), As Introduced |
The bill would amend the Local Government Code to require a municipality or a county to post public notice and to include as a cover page notice when a proposed budget will require raising more revenue from property taxes than in the previous year. Adoption of a budget that would require raising more revenue from property taxes than in the previous year would require a separate vote of the governing body to ratify the property tax increase reflected in the budget.
The provisions of the bill would apply only to a budget adopted on or after the effective date of the bill, which would be September 1, 2007.
