No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize a municipality or a county that undertakes an improvement project under Section 372.003 to limit access to or use of the project. In addition, under certain circumstances, owners of certain areas of an improvement project may petition to add or exclude an area, at which time, the municipality or county must hold a hearing.

Provisions of the bill would place limits on interest rates for assessments for an improvement acquired under a contract that provides for installment payments.

The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.

No significant fiscal implication to units of local government is anticipated.
