Fiscal Analysis

The bill would amend the Government Code relating to creating a database of and issuing identification cards to certain essential first responder personnel who operate or restore critical infrastructure.

The bill would amend Government Code, Section 418 which would require the Emergency Management Division (EMD) to create an essential first response personnel database that stores specific information on essential personnel, allow employers access and to have employees added or removed from the database, and require employers to certify that employees listed in the database have successfully completed a criminal background check.  The bill states that EMD is required to issue identification cards to employers for distribution to their essential personnel.  The bill states EMD must establish the standard information to be included on the identification card, which must include a photograph, and establish the expiration date for the identification cards.  The bill establishes a process for handling lost and stolen identification cards. The bill states the EMD shall establish the database infrastructure no later than October 1, 2007. This bill would take effect September 1, 2007.


Methodology

Emergency Management Division (EMD) within the Department of Public Safety estimates that 292,994 essential personnel identification cards (including emergency responders, healthcare, transportation, and information technology sector) would be developed to comply with the provisions of the bill. 

This analysis assumes 2 additional FTE per year would be required to implement the provisions of the bill due to development of the data based and the personnel identification cards (1 program specialist and 1 administrative assistant) to manage the program, develop and maintain rules, and respond to program inquires from public agencies from state agencies, private firms, and general public. Other operating expenses such as maintenance and repair of office machines and computer equipment, computer supplies, non-capital computer equipment, and furniture and equipment, are also included in the cost estimate.


Technology

This analysis includes technology costs estimated for database development, computers, printers, and enterprise software agreements totaling $524,465 in 2008. Fiscal years 2009 through 2012 have a technology impact of $400,447 per year for maintanace of the the database and a continued enterprise software agreements.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
