No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to exempt a vehicle operated by or for a disabled person from payment of a fee or penalty imposed by a public hospital owned or operated by a governmental unit for parking in a garage or lot. The bill would take effect September 1, 2007.

The Texas Department of Transportation reports the agency would have to take these actions to implement the provisions of the bill: notify the county tax assessor-collectors and law enforcement of the provisions of the legislation; revise the Registration Manual; and revise the Basic Facts for Persons with Disabilities brochure. The agency estimates that these activities can be achieved using existing resources.


Local Government Impact

Although a governmental entity that owns or operates a hospital would lose revenue, no significant fiscal implication to units of local government is anticipated.
