LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 3, 2007

TO:
Honorable Wayne Smith, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB3248 by Riddle (Relating to the transfer or exclusion of territory in emergency services districts.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code by adding Subchapter H regarding changing the boundaries of a district with a planned community. Subchapter H would apply only to a county with a population of 2.8 million or more. Based on the 2000 U.S. Census, the subchapter would apply only to Harris County.

The bill would amend the Local Government Code regarding requirements and limitations on property interest conveyed to an emergency services district.

Local Government Impact

Because Subchapter H that would be added to the Health and Safety Code by the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

No significant fiscal implication to units of local government is anticipated related to the addition of emergency services districts regarding conveying property in the Local Government Code.
