No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize a municipality to annex an area for full or limited purposes at any time on petition of the owner of the area if certain criteria are met. In addition, provisions of the bill would authorize a municipality with a population of less than 1.6 million to negotiate and enter into a written agreement with an owner of an area within the municipality's extraterritorial jurisdiction to provide services and funding of services in the area if the area is not included in the municipality's annexation plan.

The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.
